Which Linux VPS to choose
For a small site, a test environment or a VPN endpoint, 1 vCPU and 2 GB of RAM are enough. Business sites and online stores are comfortable with 2–4 vCPU and 4–8 GB. Databases, CI runners and several containers want 6–10 vCPU and 16–32 GB. If you are not sure, start smaller: resources can be increased later.

Where are the servers?
Our VPS run in our own data centers in Chișinău, Moldova and Bucharest, Romania. From the Philippines the latency is about 285 ms, higher than a server in Manila, so this VPS suits international projects, European audiences, forex, VPNs and development rather than a site whose visitors are all in the Philippines.
